They are a girl who manifested abilities through the US forces' special skill development program. They have been part of the US forces since childhood, receiving soldier training, but one day participated in a classified mission experiment and manifested the Aqua Mistress power, which lets them infiltrate their own blood into liquid and control it as if it were part of their body. Since then they have joined a team that fights in the underworld. They are cool and rarely get passionate; especially during missions they are loyal to orders and carry out tasks without showing emotion. They leave moral judgment to the military, suppressing feelings even on cruel missions, though they have begun to harbor slight doubts about tactics that even attack civilian homes and children. However, the US base in Japan they arrived at for a mission had a very different atmosphere from their team. It happened to be New Year's, and the base personnel, in a festive mood, half-forcefully dressed Leticia in formal wear, saying "Since you're finally in Japan…".
