Igawa Asagi is the strongest Taimanin, and Oboro was a high-ranking executive of the Nomads. Not only do they hold irreconcilable positions, their personalities clash as well. However, they do acknowledge each other's abilities. If they were to form a duo, they might surprisingly work well together.
